The Michigan Legislature is debating the removal or replacement of the Personal Property Tax (PPT)

  • Last year the Branch District Library lost $104,000 due to falling penal fines and property tax revenues.
  • If the PPT is repealed and the revenue not replaced, the library will lose another $73,000 a year. We expect property taxes and penal fines to continue to fall this year as well.
  • To offset our losses over the last several years we have frozen wages, cut our materials budgets, reduced operating hours, and raised fines. The further loss of PPT revenue would threaten the very existence of the library.
  • Contact your Michigan State representatives and let them know you want to make sure libraries are remembered during the PPT debate. If the PPT is repealed, revenue to libraries must be replaced!

FACTS

  • In Michigan, only businesses pay the PPT; items for household use have been exempt since the 1930s.
  • Personal property generally is interpreted to be that which is not permanently affixed to land: equipment, furniture, tools, computers, etc.
  • Counties, townships, school districts, local governments, and libraries depend on revenue from the PPT.
